Theresia Monika Berutu is an Associate at Nurjadin Sumono Mulyadi & Partners (NSMP). She joined the firm in 2019 following her graduation cum laude from the Faculty of Law, University of  Padjadjaran, where she majored in Economic Law. After her initial tenure at NSMP from 2019 to 2021, she further developed her legal practice at law firms specializing in litigation and project and infrastructure matters before rejoining NSMP in 2024.

Theresia’s practice focuses on corporate and commercial transactions, mergers and acquisitions, foreign direct investment, infrastructure and public-private partnership (PPP) projects, and aviation. She has advised on complex and highly regulated matters involving private investors, multinational corporations, state-owned and regional-owned enterprises, and government authorities, with particular experience in the energy, waste management, water infrastructure, telecommunications, and aviation sectors.

Her infrastructure practice includes advising a foreign direct investment company in connection with the negotiation of a Power Purchase Agreement (PPA) with PT PLN (Persero) for a Waste-to-Energy project, including matters relating to financial close. She has also advised foreign and domestic clients on the structuring and implementation of PPP arrangements for Waste-to-Energy projects, including negotiations with local governments concerning the development of waste management facilities and the conversion of waste into electrical energy. Her experience further encompasses advising on the feasibility and development of an Intermediate Treatment Facility (ITF) project and assisting a Singapore government-linked company in structuring and implementing collaborations with state-owned enterprises, regional-owned enterprises, and other business entities in connection with water infrastructure projects across Indonesia.

Theresia has also been involved in strategic, government-led infrastructure initiatives, including supervising and advising on a PPP project for a multifunction satellite undertaken between the Ministry of Communication and Information Technology and a private-sector business entity. In this capacity, she provided legal oversight throughout the project’s development and operational phases, including the preparation of legal memoranda, legal opinions, and periodic project reports.

Since rejoining NSMP in 2024, Theresia has also developed a particular focus on aviation. She has represented aircraft owners, foreign lessors, financiers, and Indonesian airlines in connection with aircraft acquisitions and deliveries, aircraft lease transactions, ownership transfers, and aviation regulatory matters. Her broader corporate practice includes advising foreign and domestic clients on investment structures, corporate establishment, corporate restructuring, licensing, and regulatory matters in Indonesia.

In addition to her transactional practice, Theresia has experience advising public institutions on regulatory and policy matters. Her experience includes assisting the Compliance and Legal Unit of the Nusantara Capital Authority (Ibu Kota Nusantara), PT Angkasa Pura, and the DKI Jakarta Environmental Agency (Dinas Lingkungan Hidup DKI Jakarta) on regulatory drafting, legal and policy matters, and stakeholder consultations.

Theresia is a member of the Indonesian Advocates Association (PERADI) and the Indonesian Association of Public-Private Partnership Professionals (PAKPBU). She holds a Legislative Drafting certification from the Jimly School of Law and Government (2023) and is certified as a Public-Private Partnership Expert (Batch 8) by PAKPBU (2024).
